Graham Holland (of ScoutNet UK joined up with Scouts from Chicago's Three Fires Council, Illinois, USA for Operation Icicle at Camp Freeland Leslie, Oxford, Wisconsin. This took place December 26th 1998 to January 1st 1999.

Winter sports are an important part of Operation Icicle. Down on the frozen Lake Emerick the snow was cleared to form an ever-popular ice hockey rink.
