Graham Holland (of ScoutNet UK joined up with Scouts from Chicago's Three Fires Council, Illinois, USA for Operation Icicle at Camp Freeland Leslie, Oxford, Wisconsin. This took place December 26th 1998 to January 1st 1999.

Another important part of Operation Icicle is teaching the Scouts winter survival techniques. Here a patrol is practising an ice rescue. The Scouts can approach only as far as the first two cones which represent the edge of the 'safe' ice. The victim lies beyond the third cone and has to be rescued after falling through the ice. Teamwork, leadership, clear thinking and, above all, speed are the important things to learn. In real life the victim would lose feeling in hands and feet within seconds and would lose consciousness in under three minutes.
